2010 FIFA WORLD CUP SOCCER

| Now that we are well into the 2010 FIFA Soccer World Cup, it leaves us time to reflect on how things have gone so far. One major development is that our Bafana Bafana team will sadly not progress further into the last 16 and that they will take no further part in the tournament. To some this is a great disappointment, to others a realisation that perhaps our expectations of our team's potential of greater success were unrealistically high. To others there is a feeling of national pride in terms of their achievements in the knowledge that the Bafana Bafana team acquitted themselves extremely well under the circumstances. Given their far higher ranked opposition in terms of world standings, it cannot be denied that the Bafana Bafana team did themselves and our country proud !! Thank you to them for that.
We as a country now have to come to grips with the fact that our own team will take no further part in the tournament, and move on. We are the hosts of a great spectacle and event and we all need to take responsibility to make our foreign guests welcome, to make them feel comfortable and to help them have a good time in our country - with or without Bafana Bafana playing. In terms of the ASAQS office operations during this time, we wish to confirm that the ASAQS will remain fully operational over this period. Certain staff members will be absent at certain times (on approved leave) whilst they enjoy watching certain matches live, but the offices will generally be open for normal business over this entire period.
We would like to point out the very useful and informative "Marca 2010 Soccer Calendar" added as a direct link below. This is a really fantastic interactive calendar where at a click of a button, you will be able to check the progress of your favourite team, where and when matches are played, scores of past matches, all the matches played at the respective stadiums and the respective log positions which are updated on a daily basis. Really very useful and informative – try it, you will be amazed and suitably impressed !!

CONSTRUCTION CETA CHAIRPERSON RESIGNS

| We were saddened to have been advised this week that the Chairperson of CETA, Mr GAVIN STRYDOM, has resigned as Chairperson of CETA with immediate effect. To view the letter of advice from the MBSA to the CETA Chief Executive Officer, Mr P Maoko, please click here.
It should also be noted that the Minister of Higher Education and Training, Minister Blade Nzimande, had earlier written to CETA, expressing his "intention to exercise [his] powers in terms of section 15(1) of the Skills Development Act to appoint an Administrator to function on behalf of the CETA as there is sufficient evidence that the CETA has failed to perform its functions in terms of section 10 of the Act and the constitution."
The Minister had given the CETA Chairperson 14 days to respond to his intention to do so (as from 3 June 2010).
In response to this statement from the Minister, the ASAQS addressed a formal letter of support (dated 8 June 2010) to the former Chairperson of CETA and declared its full support of the intention for CETA "to be placed under administration". This position was taken by the ASAQS in the hope and belief that such action may assist to unlock the full potential of CETA to effectively serve the training needs of the construction sector.The ASAQS also pledged to support and fully collaborate with the appointed administrator, when appointed. NEW MEMBER OF STAFF APPOINTED

| We are pleased to announce the appointment of a new member of staff to the ASAQS office with effect from 1 July 2010.
The appointment of Mr VUSI MTIMKULU seeks to fill the EduTech Centre position at the offices of the ASAQS and to add further much needed technical expertise to better serve our members. We welcome Vusi to our team and look forward to incorporating him into the daily activities of the ASAQS. Although the appointment is a permanent position, his activities in the offices will be restricted to four days a week, to enable him to continue with some private interests on the fifth day (probably on Fridays).
Vusi is a professionally registered Quantity Surveyor who achieved his professional status with the SACQSP during November 2009.

URGENT NOTICE : JBCC CONTRACT PRICE ADJUSTMENT PROVISIONS

| Members are urgently advised that it has been established that there is an error in the definitions of the "Base Month (Xo)" and "Valuation Month (Xe)" as incorporated in the "CPAP Indices Application Manual" published by the JBCC during May 2005 (Code 2118). What is contained in this publication is only partially correct and this has no doubt resulted in confusion within the profession in terms of which applicable month index is to be used when calculating the applicable escalations.
In a nutshell, the definitions of the "Base Month (Xo)" and "Valuation Month (Xe)" should both the "month-end to month-end". In terms of the JBCC Manual dated May 2005, the "Valuation Month" was incorrectly defined as "mid-month to mid-month", which is NOT correct. This has been confirmed to be the case by the JBCC offices. So both definitions should read "month-end to month-end".
This clarification is also in line with the earlier notice issued by the Department of Statistics (form P0151) issued way back in 2008. To view this notice, please click here. The ASAQS office has been advised that the JBCC Manual dated May 2005 will soon be updated and a new edition will be published and made available to the industry with this correction made. ARRANGEMENTS FOR CONFERENCE 2012 WELL UNDER WAY

| As has already been widely advertised, the ASAQS was granted the privilege to host the ICEC World Congress 2012 in Durban. The conference will be held at the ICC Durban from around 23 to 26 June 2012 and arrangements are already underway to prepare for this important event on the ASAQS calendar. This congress will be hosted by the ASAQS and assisted by the Africa Association of Quantity Surveyors (AAQS).
Developments to date include the finalisation of the following: - A Conference Organising Committee has been formed and will comprise of the following persons :
- Professor Rob Pearl (Convenor)
- Professor Basie Verster
- Mr Len Harris
- Mr Egon Wortmann
- A firm of professional conference organisers, Turners Conferences (from Durban), has been appointed to assist with the arrangements.
- Preparations are underway for the ASAQS to present an effective marketing exercise at the ICEC World Congress 2010 in Singapore from 23 to 27 July 2010 to publicise the congress in South Africa.
- All booking arrangements with the ICC Durban have been confirmed, as well as the official support of the City of Durban.
- A dedicated conference website is in development and may soon be viewed on www.icec2012.org.za
- A dedicated e-mail address has also been finalised for any further queries info@icec2012.org.za

STUDENT SUPPORT PACK 2010

| The Association of South African Quantity Surveyors (ASAQS) is pleased to have been afforded the opportunity to participate in an initiative to offer all first-year students studying Quantity Surveying programmes in all the tertiary institutions in South Africa (whether accredited or not) a "Student Support Pack" free of charge. These packs contained a number of interesting documents and brochures for their information and study support. This is a joint initiative with the South African Council for the Quantity Surveying Profession (SACQSP) and included a total of around 1500 such packs.

ASAQS SALARY SURVEY 2010

| An annual survey of salaried staff is conducted amongst firms in order to determine the hourly rate for principals, partners, members of close corporations and directors. As such principals are not necessarily allocated a salary, different categories of salaried personnel are used as a basis, with a factor added in order to arrive at an hourly rate.
Please be assured that only the Executive Director of the Association of SA Quantity Surveyors has access to the individual returns, thus absolute confidentiality is assured.
As soon as feedback is returned from the firms, this information is handed over to a firm of statistical analysts who are commissioned to capture the information and compute the results to finally arrive at an hourly rate. Clearly the better the response from the firms, the more reliable and representative the results will become. A special appeal is therefore made to all member firms to please assist the Association with this important survey by setting aside a little time to complete the questionnaire and returning same (preferably in electronic format) to the offices of the Association. Although the original deadline date was set for Friday 28 May 2010, late submissions will still be gratefully received.
